On August 26, 1999 over twenty members of the business community met to discuss Union City's economic opportunities and potential strategies. The following summarizes their discussion.

Summary:

The participants in the workshop developed concepts for Union City that featured the following policies:

1. The BART area should be developed as a mixed-use district with a commercial emphasis. There should be community commercial services, office and residential development.

 

2. Existing community commercial service centers at Four Corners and El Mercado should be enhanced to provide for the future needs of the community.

 

3. Union City should not allow development of any more warehousing.

Planning Teams:

The participants broke into three planning teams to identify important future business addresses and allocate land uses reflecting 20-year market projections. Once they prepared their maps, each team summarized the fiscal impacts including job creation potential and implications for the City budget. To do this, participants used a matrix summary sheet with fiscal and job multipliers for each type of land use.

Team 1

Plan Features:

• Light Industrial developed along Union City Boulevard
• Four Corners redeveloped more intensively as a community commercial address
• High density residential, R+D/office and community commercial developed at BART

 

Fiscal and Economic Impacts:

• +$1.074 M fiscal impact
• 3,630 new jobs

Team 2

Plan Features:

• Light industry developed in the Central Bay Industrial Park
• Emphasis on R+D/office developed at BART and Alvarado/Union City Boulevard
• High density residential and mixed use at BART

 

Fiscal and Economic Impacts:

• -$2.4M fiscal impact
• 4,400 new jobs

Team 3

Plan Features:

• Enhance existing uses/addresses
• Increase/improve accessibility
• Balance fiscal impacts with jobs-housing mix

 

Fiscal and Economic Impacts:

• -$1.085M fiscal impact
• 4,140 new jobs
