Case Studies
The workshop agenda provided an opportunity to present case studies of
LA Union Station and San Francisco's Mission Bay redevelopment project to
gain an understanding on how other communities planned for and implemented
similar projects. The case studies illustrated examples of how communities
provided for their transit user experience, financing, transit operations,
economic, preservation, and urban design for their intermodal stations and
surrounding districts.
Planning Team Assignments
- The workshop attendees participated as members of 10 planning teams.
Each team discussed the following questions:
- What are the most important transit user issues the planning should
address?
- What are the key operational issues?
- What are the economic development priorities?
Once each team discussed the issues, they prepared a concept plan for
the site. They had to indicate in their plans:
- What are the most important linkages and connections for the Intermodal
Facility?
- What types of "places" should be developed in the plan?
- What are the land uses in the plan?
Finally, each team had to review how their concept plan addresses the
transit user, operational and economic development issues.
Agreement on Issues
Participants in the workshop agreed on many of the issues and objectives
for the planning. The accessibility of transit facilities, connections to
the surrounding areas, and safety were key issues that many teams agreed
upon.
Connections to the City
Integration of the transit facilities and the 37 acres into the city
was a common theme. The teams identified linkages to Old Sacramento, the
CBD and Alkali Flat as important features. The use of open space as an integral
part of the system of connections was featured in several teams' concepts.
Land Use and Economic Development
Most teams explored mixed-use land use solutions. The teams explored
concepts that placed mixed-use residential uses near Alkali Flat and commercial
office near the CBD. Some plans included hotels and cultural uses that were
to attract "non-transit users" to the district.
Intermodal Station Location
The solutions for transit facilities inspired "spirited" discussions
among participants. The teams took four different approaches. The teams:
- Placed the rail platforms next to the existing rail depot;
- Located the platforms south of the Central Shops;
- "Split" the rail platform (indicating they could not agree
on a location but were whiling to explore land use and connection concepts);
or
- Felt they could not collaborate on a plan that explored a location
for transit facilities that did not reflect their personal preference.
