CAC Meeting #4: Preliminary Preferred Concept
On May 12, 1999, community members and the CAC participated in a workshop where they tested and offered ideas for improving the Preferred Concept for the Elverta Specific Plan area.

COMMUNITY OUTREACH SUMMARY
Members of the Citizens Advisory Committee have met with several involved agencies and organization regarding the preliminary land use development over the last two weeks. The following bulleted items capture key comments made at outreach meetings as identified by the CAC members.

REVIEW OF CIRCULATION CONCEPT
County Staff presented their recommendations regarding the overall access framework for Elverta. The following questions and comments were in response to the presentation:
1. Further study of the lane-sizes on Elverta should be conducted. CAC members feel that 6-lanes east of 16th may not be appropriate, particularly if the road is 4-lane west of 16th and then 2 lane further west. It was suggested that perhaps a 4-lane roadway for the entire stretch would be more appropriate.
2. Planning "in-the-box" (not considering areas outside of the Specific Plan boundaries) leaves the County responsible for constructing other off-site improvements for which there may be inadequate funds.
3. More detail on how a flexible 2-lane road within a 4-lane right-of-way might work. Concern that public opinion will not allow cutting of mature landscaping particularly trees.
REVIEW OF THE PRELIMINARY PREFERRED CONCEPT
The consultants presented the preliminary plan for discussion and testing by the CAC and community participants. The preliminary plan incorporated the preferred features identified by the CAC in Meeting #3.
The CAC and other participants from the community tested the preferred planning concept by pretending they were future residents of the Elverta community.
Map three scenarios for users:
- 1. Child walking or biking to school
- 2. Family Saturday use of the community
- 3. Soccer Mom daily pattern
After mapping these scenarios, the workshop participants listed three things they felt would make the plan better.
